NEW YORK (AP)  -- A jury says New York City should pay $22.9 million to a man paralyzed in a 2003 ferry crash.

The jurors reached the finding Tuesday for James McMillan Jr. in federal court in Brooklyn, where he had sued for medical costs and pain and suffering.

McMillan says he suffered a severe spinal cord injury in the Oct. 15, 2003, crash of the Staten Island ferry.

The boat had about 1,500 people aboard when it slammed into a pier at full speed, killing 11 people. Its pilot was on painkillers and suffering from extreme fatigue.

If approved, the payout would be the largest to any victim.

City officials say they hope the judge will reduce it. It's unclear when the judge will rule.
