Metropolitan Transportation Authority officials say they need to raise fares by 23 percent by June to plug a budget gap worsened by the global financial crisis.
The details of just which fares will rise, and by how much, are still being worked out, but if applied across the board they would raise the cost of a single bus or subway ride to nearly $2.50. A monthly pass would cost nearly $100.
Adding insult to injury, the authority simultaneously proposed service cuts that include the elimination of bus and subway lines in areas where there is either low ridership or a duplication of services.
While none of the changes would cut off neighborhoods entirely, they will mean longer travel times, more waiting around on the platform, and stuffing more people into subways that are already overcrowded.
MTA Executive Director Elliot Sander said he anticipates ``an emotional reaction'' from New Yorkers upset with the changes, but said the authority has no choice. It is required by law to balance its budget.
Roger Toussaint, president of the union that represents most MTA workers, said the authority should streamline administration ``before considering even a single service cut.''

If the system doesn't take action, it would face an estimated $1.4 billion deficit in its operating budget next year and a $3 billion deficit by 2012, Sander said. The MTA plans to eliminate 2,700 jobs next year to cut costs.
``None of us wants to see a return to the kind of transit system that defined New York in the 1970s,'' he said.
The cuts and fare hikes still need to be approved by the MTA's board before they take effect. That vote is expected in December, following a round of public hearings.
There is also a chance that a commission appointed by New York's governor to examine the MTA's finances and structure could make alternative recommendations next month.
The MTA's ability to slash costs is limited, in part, by massive debt taken on as the agency rebuilt itself after decades of neglect. It now owes $27 billion and shells out $1.5 billion a year in interest and principal payments.
Gene Russianoff, a spokesman for the Straphangers Campaign, a rider advocacy group, assailed the agency's plans. With the economy souring and growing numbers of people counting on affordable public transit, now is no time for a ``whopping fare hike,'' he said.
``It's crazy to be talking about service cuts,'' he said.
Some of the specific changes proposed by the MTA during a board meeting Thursday include a hike in the express bus fare from $5 to $7.50, as well as a major increase in fares for paratransit services.
On the subway system, the Z train, which links parts of Brooklyn and Queens to downtown Manhattan, would disappear and have its stops taken over by the J train, which already covers the same route. The W train, which runs from Manhattan to Queens, would also vanish and have its stops taken over by other trains.
HOW THIS AFFECTS YOU STRAPHANGERS:
Paratransit fares will increase to twice the regular Transit base fare, as allowable by law and consistent with other bus agencies, and express bus fares will increase from $5.00 to $7.50.
The plan also increases Long Island Bus fares by 20% over and above the general proposed fare increase in the absence of additional support from Nassau County.
As a result of these and other gap closing actions, the MTA expects to carry a modest cash balance of $65 million into 2010, with deficits still projected for 2010 ($266 million), 2011 ($454 million) and 2012 ($608 million). Without these measures, budget gaps are expected to grow to nearly $3 billion in 2012.
Subway reductions:
Route modifications shorten G, operate N via Manhattan Bridge late nights, eliminate W and extend Q to Astoria, operate M to Broad rush hours, eliminate Z, add J local service.
Increased headways and loading guidelines during non-rush hours -- headways increase from 8 to 10 minutes on ADEFGJMNQR on Saturdays and the ADEFGNQR on Sundays; headways increase from 20 to 30 minutes from 2 a.m. to 5 a.m.

I left 5 years ago, saw the whole thing coming with the cost of commuting on LIRR and property taxes on Long Island. I would suggest with the increased fares give all MTA employees a 20 percent wage increase, 10 additionally holidays, also increase their pension benefits by 40 percents, and 10 additional paid holidays. After all it is a government agency and they deserve much more the folks working in the private sector. Oh, I almost forgot free medical until age 100 and limit all prescriptions to maximum $2.00 co-pay. Free mental health to all token booth clerks.

How Dare They!
For starters, I wait an inordinate, unacceptable amount of time for both a bus and a train to get into the city and this is coming and going. Secondly, I almost never get a seat on either the bus or the train, again this is coming and going. My salary has basically flatlined over the last few years. This year I got a whopping 1.03% increase. I waited a whole year for that! Who the hell do they think they are . . Con Ed? Every friggin' service in this city is just God awful and we pay so much money for next to nothing.

Disgraceful
We are past the point of debate on weather the MTA is a well run agency or not. It has proven itself to be one of the most inept and poorly run transportation agencies, not only in the country but the world. It's not even enough that they have dug themselves into a hole only service cuts can get us out of, but now they aren't even cutting service in a way that would be most beneficial. Instead of eliminating the V train, which is almost uniformly regarded as the biggest waste, the biggest headache and the least effective line in the system, they instead decide to eliminate the W, which is a lifeline between Astoria and Manhattan, and not only that, but in changing late night N service, they have relegated 5 different stations in lower Manhattan to essentially a part time status since they won%u2019t have any service late nights. Just how many disgraces can you pile on top of each other?

I'm for the increases but I am sick and tired of this state agency not fully realizing that the City of New York is the main source of income for the tri-state area, continuing to waste funds on alternative ways to make 25,000 riders from the suburbs have an easier trip into Manhattan with east side access. We are cutting or reducing service to a city that has grown larger than most counties. You build from the bottom up and solidify your base. The bus and subway system in this city is a life blood industry that needs more priority attention. I don't want a commuter tax re-visited in the state legislater but what we need are stronger city advocates on the MTA Board who realize that when this city has a quality network of transporation, the surrounding counties and the tri-state area profit.

Weekly Express Bus Metro Card: $41 or 181.66 if you calculate over a 31 day Month.
Do the math: $41/7= $5.86 (daily charge rounded up), $5.86x31= $181.66 (this is rounded up figure, actual figure is $181.57. This is still higher than that of Suburban Commuters.

Voucher System
If we took the same route as California and gave our seniors and infirm vouchers to use taxis, livery and/or ambulettes we would eliminate the need to support the broken ACCESS-A-RIDE system. No employees, no vehicles to maintain. The state pays $175.00 per person. hell, it costs less than $50 to go from the far reaches of Brooklyn to NYC by cab. Get rid of ACCESS-A-RIDE and really give service to our elderly and infirm. That would really put a dent in budget relief rather than charging and tormenting this group of people with a rate hike and poor service.

How does an allegedly 1st class world city like NY get to have ssuch a 3rd rate transit system? Everyone knows the service and efficiency of the system sucks - unfortunately, New Yorkers have come to accept this fact. But how can the MTA get away with such deceptive and manipulative financial accounting practices? One month, they're in the black, the next month, they're in the red. When will there be some real governmental oversight to this ridiculously inept organization?!

MTA NEEDS TO CLEAN HOUSE
If I ran my household like the MTA runs their system I'd be broke too. There needs to be a fresh approach to this organization. If we continue to pay the rate hikes without demanding a change in practices then we have ourselves to blame. At the end of the day we can blame all we like. The way to make constructive change is to take constructive measures. We let the guys on Wall Street behave like drunken sailors and look what we have today. We supported these gamblers with their habits and zero judgment. Now we are paying the price.

He cried and cried about people driving into the city and that mass transit was the way to go - as well as "saving the enviroment" and now this? $2.50 isnt all that much - compared to other cities - BUT I WANT TO SEE DRASTIC CHANGES IN THE MTA FIRST. No one told them to dump 100 "Red Birds" into the ocean off NC to become coral reefs and buy NEW Kawasaki cars and only god knows how much each! No one told them to invent the V train, or to invest in the stupid Air Train that doesnt even go into Manhattan. The system is broken all the way around! Where's the savings from he salarys of the token booth employees tha have been replaced by the Metrocard machines? Bloomy better stop eating steak and champagne and realize WHO counts. Not him, not his non tax paying buddies in Wall Street (thanx Bloomy for giving them tax breaks last yr), WE the people count. Maybe we should all one day DRIVE and clog up Manahttan to proove a point?

CHARGE FOR THE SI FERRY
Why are the rest of the 4 boroughs paying for the Staten Island ferry? I dont see anyone paying my train or bus fare. Let them pay for the ferry service too.

Two of three years ago there was story in the Village Voice that I found to be very interesting. According to the Voice there are 1000 employees in the transit headquarters that earn 2 billion dollars a year. If 1000 people in one organization make that kind of money I can imagine what all 80,ooo workers are making in total.
The downtown transit hub, the second avenue subway, the weekend turmoil on the subways. What do they have in common? Wasted money.
