Escaped NJ Jail Inmate Captured in Newark



ELIZABETH, N.J. (AP)  -- Authorities in northern New Jersey say they have captured a prisoner who escaped from a jail work detail a week ago.

Union County Prosecutor Theodore Romankow says 21-year-old Phillip Ruddy of Rahway was found Monday hiding in the basement of a Newark house. Officers went there after his father told a parole officer where to find him.

Ruddy has been ordered held without bail at the Union County Jail pending a first appearance on an escape charge. No lawyer has been assigned.

He was first admitted to the jail June 1 for a parole violation. Due to his low-risk status, he was assigned to a trash removal detail on Elizabethtown Plaza. He ran off just after midnight on June 29.

Romankow says jail procedures are being reviewed.
